Hi brand new to ukulele and this site. What are the “+” and “-” numbers for?

Transposing += up, -= down
@Claudette: They refer to the yellow buttons at the top next to Transpose, which transpose the chords (move them all up, or all down, by a certain number of half steps). The effect of this is to change the key of the song, and picking a certain transposition can sometimes make the chords much easier to play.
