The second and fourth lines in the lyrics need to be swapped. That’s how he sang it on Freewheelin and in concert at the time (and many times since). This oft repeated mistake apparently started with early Dylan songbooks and others just copied and copied without actually listening to the original song.
Same mistake lead to the Chief Justice misquoting “Like a Rolling Stone” in one of his written opinions!
